i am looking for a free photo editor?

I need a photo editor that can tranfer one part of an image onto another. its for my daughters school project she wants to transfer a uncle sam hat on to a online photo of a cartoon, to use for a school project. I cant seem to find one I am hoping maybe someone eles knows one.

    GNU Image Manipulation Program or GIMP for short is a great free photo editing suite, you can download GIMP here:
