My television is on 'stand by' mode?

Does this mean I have to stand near it to watch? All I see now is a blank screen and walking up to it does not make a picture appear. Is this function not working? If I walk away too far whilst it is in 'stand by' mode will this damage my television? Will the TV licensing people charge me more money for walking away from a television on 'stand by'?

    "stand by" and wait for further instructions - Do not make an attempt to leave the area - your TV will self-destruct if lift alone! Do not pull the plug! This will cause a back-surge and destroy all electronic devices in your home! ~ "stand by" and wait for further instructions we will get back to you within 24 hours
