Not sure if this is in the UK. The difficulty is if someone does not send the new owner part of the log book to the DVLA, they will contact you about the tax disk, and any speeding fines - I have seen that happen to someone I worked with, who ended up having to clear her name in court. I would contact the DVLA by letter and explain the situation - it may land the other person in problems, but after all they are at fault, not you. If you are in contact with them, ask them why they are yet to do it.
