Hi,
Several requirement you need to consider before build a web site as follows:
1. website domain (either Free or paid one)
2. hosting (free/paid)
3. website source (basic html/CMS/website builder)
Ok lets go for detail. For the first one is your website domain. If you a beginner, just want to start create a website, just create a free domain from developer-hosted such as freeweb.com, blogspot.com, wordpress.com. If you want a professional website which want to have yourownname.com or .net, .org and so on, then you need to purchase a website domain from reseller (e.g: domainsite.com). If you want to start a biz, it is better for you to purchase a domain.
What is hosting? Hosting is your online storage to locate all of your website files, images and so on in online server so that can be access by the visitor. Hosting also have two types, free and paid hosting. Usually if you choose free domain which is developer-hosted it is already come with the free hosting server and no need to use any paid hosting. But if you choose to have paid domain then you need to use paid hosting. Although there is also some free hosting for paid domain.
The last part is your website files. Are you want to create a basic HTML (static) website or use a system such as Content Management System (CMS) or website builder to create your dynamic website which are easy to edit and updates. If you use blogspot or website builder system, it is also a system that you can use to have dynamic website that are easyli to edit the contents and updates.

All web pages are written in HTML and CSS.
Your first step is to learn HTML and CSS. You can use any text editor to write HTML Code.
Wordpad or Notepad which you already have will do fine.
w3schools.com has FREE lessons and examples.
This is a sample of HTML Code for a Very Simple Web Page.

<title> My first web page </title>
<body>
<p> this is my first web page </p>
</body>
</html>
You don't need scripting except for very advanced features.
Copy the above code into notepad and save as HTML then it will open with IE or any browser.

Hey dear frnd if u want to make site using .net or php or then u must do the following...
1.Buy a domain....serch on google for very cheaper domain...domain should be .com or .net
2.Buy hosting plan for storing ur php files on over internet.
if u dont want to pay for this .....there is also awailable sites that allow up to free space like 110mb.com
if u dont know any programming language and want to make great site then u can use the following sites...
blogspot.com
wordpress.com
mobilesite..
peperonity.com

You need hosting, some are free most are paid. Web search web hosts (there are tons) and see which one fits in your budget. Also you will need a domain name that's about $12 a year.

just create a site using a website builder.
They have templates you can pick from and other options to help you do it online.
I use make an easy website.com, they have a 10 day free trial and good support.

if you have learn .net or any other technology then you can easily create a website the only things you need is Domain name ang hosting.
Domain name is name of your website. (like in www.google.com here google is domain name)
And hosting where you can put your files.
most of company provides domain name and hosting you can search on google for domain name and hosting provider.

ummm you can build a website with webs.com for free but than if you want a domain name you have too pay like 70 dollars. if you pay than you can edit and script it however you want too.
