That answer is probably impossible to answer because before 1950 there's virtually no information available for pitch counts. Only in the last 30 or 40 years are pitch counts readily available. In the early part of the 1900's pitchers stayed in the game a lot longer so the record is probably from that period. Here are some possibilites:
07/08/1902 Merle Adkins (faced 16 batters in 6th inning)

08/28/1909 Dolly Gray (8 walks in 2nd inning but only 6 runs.)
Also on June 18th, 1894, Tony Mullane faced 22 batters for Baltimore in the first inning.
