How do you remove a Tiller handle control on 96 mariner 25HP?

You should be able to remove the stop switch assembly without disassembling the tiller handle. First, remove the rubber hand grip. Disconnect the wires from the switch at the engine end of the tiller, and attach a "fish wire" to the switch wires. Any 2-3 foot piece of 16 - 18 ga stranded electrical wire will do. Use electrical tape to firmly secure the wires together. Now pull the old switch assembly out through the tiller. With the fish wire still in the tiller tube, attach the new stop switch assembly, and coat the wires with liquid dish soap, this will help the new wiring to slide through the tiller tube. Now carefully pull the wiring through the tiller tube with the fish wire.

The switch itself seldom fails, usually the wiring will break near the engine end of the tiller from the constant movement of the tiller. I'm not sure which white bushing you are referring to, can you post a picture somewhere, or provide a part number from this schematic?
