Did Internet 9 used to work and then stopped or has it never worked?

Make sure your system requirements meet at least the minimum specifications for the software. (A simple thing like not enough available RAM when you choose to launch IE 9 can be at fault)

Normally I will not suggest this but if you must. Try installing an earlier version of IE like versions 7 or 8. Seeing that IE 9 has not too long come out, it's going to be buggy. Wait a couple months and try to install/ upgrade again (presuming that you have met system requirments) . You should be able to import in your cookies, bookmarks and history once when you uninstalled IE 9, you did not remove the files that was saved there.

If you do have a choice however, may I suggest that you use firefox as it's more secure than IE. Or you may want to try Safari or Opera.

    hope this helps

Reinstalling it will not delete something you need.

Does it give you an error message? If so what does it say?

You can always try other browser such as Chrome, FireFox

Sometimes third-party programs can cause that issue, (i.e. XWindows Dock). Uninstall that third-party program and IE9 will work.
