It's the Waltz by Anton Diabelli which Beethoven took as his theme to base his 'Diabelli' Variations op.120 on:

That's a waltz by Anton Diabelli, who, by the way, gets a credit at the end of that video.
In 1825, if I recall correctly, Diabelli asked every composer he could think of to write one variation on his waltz. Beethoven at first declined, deriding the waltz as mere Schusterfleck. But a year or two later, he drops off at Diabelli's not one but 33 variations!
Other composers wrote variations on the waltz, too, though just one each like Diabelli asked. Some of them are pretty much forgotten today, like Carl Maria von Bocklet and Johann Horzalka, others were relatives of more famous composers, like one of Wolfgang Amadeus Mozart's sons, and others would go on to become famous in their own right, like Franz Liszt.
Now, I don't know if Tim Jones and Alonso dell'Arte know all this stuff about the history of this music, but they were correct in not giving Beethoven a credit since they did not actually use Beethoven's music on this video.
