it depends on what kind of pain, some you can scrap off with a fingernail, then clean and rewax the surgace, you are going to have to figure out what works, it may be a professional cut and buff to get the crap off. and it depends on if it happened when painting the car, or many years afterwords. I have had some paint come off just by using a cleaner wax, others, I used a goof off tar remover.
you may have to go talk to a local body and paint specialist and show them what you have, some guys may help and recommend something that may work, you never know, but its kind of a trial and error at this point. best of luck, I tried different things at different times to get it done without damaging the paint.even wd 40 may help, just be sure not to scratch through the clear coat or something I used gasoline one time to remove baked , dried shredded rotted duct tape, it worked perfect, I just smelled like gas for a few days, and was afraid to light a cigarette but the glue came off, and once i waxed the car it looked fabulous.

Goo gone solvent with a soft plastic scraper or credit card followed by buffing any marks left over with rubbing compound then a wax.
