What is the cheapest/best place to travel in South America or Mexico?

My boyfriend and I want to make a trip to someplace in South America or to Mexico. I'm from the U.S (Boston) and my boyfriend is from South Korea. We both live in Korea now but I'll be going back to the U.S for 10 months to finish my studies this August. He will come to the U.S for 1 to 1 1/2 months in February-- He really wants to travel to South America or Mexico for a week, but we're not rich people (and we're both already paying for multiple tickets to the US/Korea already which is over 1,000$ a pop). I just browsed airfare prices and Mexico City seems to be the cheapest place to fly to, but I'm worried about the fact that it seems Mexico has lost much of its culture? Also, overall I think another country might be cheaper.

We want to be able to stay about a week and keep the cost as low as possible (around or even under 500$ each minus the plane tickets if possible). We have both travelled around Asia for less than that price for month+ long trips. But Asia isn't S. America so we're asking.

    Everything depends on what you are looking for in your travels. Assuming your Spanish is good you would enjoy many places for different reasons. They all have something to offer... I have been to many of the countries in south and central america, so I speak from lots of experience. The cheapest flight for you will be Costa Rica off-season generally. But it is not the cheapest day-to-day. Still you can find some ok hotels outside of town if you search hard. Also this is the most American friendly and easiest for newbies. Peru or Panama would be second on the list. If you want to really get into the culture you should hit Colombia, but the fight is more and your Spanish and knowledge of the culture will need to be pretty good. Bogota has a lot of tourists and English is spoken by about 33% of the people there.

    I imagine you could really go out in the "sticks" and rough it to save money in any of these places, but keep in mind your experience will be far different. By the way... I left out Mexico on purpose... it is a very dangerous place right now - even for Mexicans.
