How much does 1psi of oxygen weigh?

If force=area x pressure, and atmospheric pressure is 14.7psi, wouldn't the weight of surrounding air be different for an infant compaired to a fully grown adult?

Yeah, it would be. I don't know what you mean by the "surrounding air". The weight of the atmosphere is figured for one square inch on the ground, reaching all the way up to space. That's what the 14.7 psi means.
