If you are just trying to update flash player remove the existing version first using the flash uninstaller which you can download from http://kb2.adobe.com/cps/141/tn_14157.html Then download/install the latest version.

If it is a trusted site turn off your pop up blocker ans you anti virus. Then see if you can save it first, scan it and then run it instead of trying run it from the internet.
