i was on the last step with the guy going up the green beam and i killed him right before he got into the light and the rod never came down do i have to wait for him to actually start going up into the green light

Yes. He has to be in the green light and when you kill him. He will look like a normal character when they get downed. After giving the rod to Richtofen, don't forget to hit the fuse box when it starts sparking.
