NaCl is a solid salt.
Concentration = number of moles / Volume
You should've given us the volume of your solution. but for example if you wanna make a 2L solution.
1.3=n/2
n=2.6moles
Molar mass of NaCl = 58.44grams/mol
Mass = n*Mw = 58.44*2.6 = 151.944grams
that means if you put 151.944 grams of NaCl salt and put it in a bowl that has 2L of water inside it and mixed them you will get 1.3M solution.

To make a 1 L solution of 1.3 M NaCl, weigh 1.3 moles of NaCl ( Molar mass of NaCl = 58.44grams/mol, 1.3 *58.44 =76g) and add to a 1 L volumetric flask. Dilute with distilled H2O to 1 L.
Why did I round to 76 g ? Because you specified 1.3 M which is 2 sig figs and 76 is also 2 sig figs.
