It's working again. I think they were switching to a new captcha system, and it was not working for a short time. I tried creating an account yesterday and could not, but I successfully created a new account today.
No, you don't need to enter anything for AIM, YIM, ICQ, etc. Those are for people who want to be contacted in various manners: AOL Instant Messenger (AIM), Yahoo Instant Messenger (YIM), etc.
