You are living in some sort of group home for the mentally ill? There is no way they can legally lower the fees for you, to do so would be discrimination and illegal. Every single person would like to keep more of their income to spend on things other then housing, every single person wants a phone and everyone also wants dental care.
From what you said you have a social worker. Talk to them about dental care, there is likely free dental care available to you, but you have to go through the social worker to obtain it.

If you do not mind me asking what are your disabilities? I am just wondering because it seems that you accomplished a great feat for at least a short period of time. What sticks out the most about your life is you had no choice but to have made low wages before you originally went on ssdi because your check was just a tad over $400 a month. Then after only a very few years it went to well over what 80% of disabled people get. That is amazing in itself. I for one would LOVE to hear your entire life story sir. I have a feeling it would be very uplifting and that is something we Americans need especially in these depressed times. I hope I am not being to nosy and forgive me if I am. I imagine that most are like me and would take the time to read every word you type no matter how long of a story it was. Even if it took two separate entries. I hope you consider sharing your ups and downs with the journey you experienced along your roads.

You already take money from the government to live on, live in tax payed housing and now you want discounts on all services. Sorry but the Real world does NOT work that way. You can cancel internet, cell phone, cable and use only what you can pay for

Hard to understand your question.
If you have cash and walk into landlord office and pay cash- do they charge you a fee?
The only way I know to get lower rent is to find a place that charges lower rent. Most landlords will not negotiate how much they charge.
