What would you do if you were going away for 1-2 years, and you had two cats?
I don't want to leave them forever. I have somebody who will take them for over 100 dollars a month, but I think that is a bit steep. My parents won't take them.

Where are you going that you can't take them with you?
It's not a big deal to ask someone to take care of your cats for a week or two, but TWO YEARS? That seems pretty extreme. Are you going into the military?
Don't just leave them with anyone. Make sure you can trust them. Your cats are counting on you, that if you can't take care of them that you make sure you find someone who can. Try finding a local no-kill shelter that might be able to give you advice on what options might be open to you.
But there's another risk; that the person you leave them with will bond with them and not want to give them back when you return! But for the sake of your cats, you might have to give them up after all.

how old are they?? depending on the age it may not be hard to find a foster home.... you'll just need to be very careful, make sure theres a written agreement that they will care for your cats, keep them together no matter what and if you have to pay them to take care of them, that if there is any breech of the contract, like they give one of the cats to someone else, that they will no longer receive a payment from you...... u have to remember, few people are genuinely nice 24/7/365, most ppl will try to get around rules if theres money involved.... I would help you out, but i do not have a house of my own and I cant be for sure i'll live in a pet friendly apartment all the time...

Find them new homes. You don't have much of a choice. Even if you found a friend or family member to take them they probalby would get attached and not want to give them back. Legally they wouldn't have to.
Paying someone to keep them sounds very unreliable. They could terminate the arrangement at any time and then you would be back where you started and considerably poorer. The amount they are asking is pretty ridiculous too.

Find a foster parent for them.
We have fostered both dogs and cats. We now have our own forever cats, but we enjoyed fostering while we did it.
Contact a cat rescue agency and ask them if they can help you find a long term foster for the length of your absence. You could also advertise for fosters. It may simply cost you for food, litter, and regular medical (immunizations, colds, etc.).

$100 a month is a rip off!! Litter and cat food isn't even that much a month. You paying the vet bills is understandable, but not that. Try talking them down $50.. Or try Craigslist and interview people or ask it on here.
