No, I have not. Most of my friends have enough wits to get a grill going.
Also, hot dogs are usually cooked and ready to eat. Grilling just warms them up and adds flavor. So they are not really "raw".
You can also buy raw sausage, but eating is a health risk. Nobody in their right mind would serve those raw. If you did see that, you must have exceptional luck.
