I always see these things & it's really cool, there's a link on the bottom & I would really appreciate if someone could tell me how to possible do these cool effects!

All you really need is Adobe Photoshop and install some "glow" preset paintbrushes and apply them to your photos
Photoshop tends to be expensive though, If you can't find it cracked, GIMP would be a nice alternative.

Photoshop. just download the 30days trial version from Adobe Site.
then use one of tutorials from here

You can use a camera, and a flashlight in a darkened room.
The camera's shutter does not matter, seeing as it can be slow, or fast. :)
