Is hacking an act of war?

The parties haven't come out with their "official stances" for this yet.... so I want to know what you people think before the parties stances start swaying opinions. Is hacking, like what it is believed China may be doing, an act of war? And, either way, what is the appropriate response if it is confirmed and escalates?

Captain Obvious obviously hasn't heard of China's cyber hacking unit that they admit they have. Interesting.

Anyway, the whole point is, I'm not talking about individuals. I'm talking about activities sanctioned by government offices. Like this Chinese cyber warfare unit, or say if our CIA's version did/does the same?

    No - I would consider it more "Probing defenses". Like a spy ship off the coast in territorial waters, or a Satellite in geosynchronous orbit over a nations capital.

    All this will do now is bolster American defenses against Chinese hacking.. A little premature on their part in our developing 21'st century conflict. Things are looking better from the American standpoint.

    because having cyber warfare unit obviously means you are a hacker just like how if you have an army you would always be invading right?

    considering china's cyber defenses have always been weak, there is no surprise that they would have one

    it should be but it wont be because no one wants to really begin a large scale war especially against america and yes america still is the only super power and china still does not come close besides the economy is so intertwined a major war like that wouldn't happen without both sides going broke instantly
