    So if the circumference is 18cm, and the arc length is 2cm, that means the arc is 1/9 of the total circle.

    The total degrees of the circle is 360, so 390/9=40

    Your central angle measure is 40 degrees

    arc length = r*theta where

    r = radius of circle

    theta = angle (in radians)

    2 = (9/pi)*theta,

    theta = 2*pi/9 radians, which is (2*pi/9)*(180/pi) = 40 degrees

    A simpler way would be to note that if the total angle of a circle is 360 degrees, then the angle of the arc is 2/18 = 1/9th of 360, which is 40 degrees.
