I phrased that wrong. My girlfriend's ex boyfriend just proposed to her. her and I have been together for almost a month after he broke up with her...
He acts like he didnt break up with her. they were together for over a year and she still of course has feelings for him. He even told me to "back off his girlfriend" when she isnt... idk what to do

Why would her ex propose when he knows she has a boyfriend? That's weird. But what's even more weird is how she hasn't said no yet. You NEED to talk to her.

Well considering she hasnt said no why are you with her?
That means she is considering it, which means she is considering disregarding you for this other guy just like that. So clearly you dont mean much compared to him.
I would leave.
