Am I required to use a fly rod to fish for trout in Georgia?

Or can I use a spinner reel? What kind of setup would you suggest?

you are not required to use a fly rod, but in designated areas on some rivers you are required to use artificial bait, and the trout fishing permit is separate from your regular fishing permit in GA.

For you yes you are required to only use a fly rod. Everyone else though can use what ever. Just kidding of course you need to check and read your states fishing regs some waters are designated as fly fishing waters or single barbless hook waters, get caught using the wrong gear and it's a hefty fine.
