You can use external TV tuner cards without any computer. Even though these are designed for PC and Lap Top, they are stand alone units. Dont go for USB models. Here are some samples from ebay.in

How can you use this without CPU.
Whether it is external or internal the CPU is necessary.
I am using AVER-TV brand internal TV tuner card and is working fine.
