You would want a 48cm bike if your legs are shorter but if you legs are long you may want a 50 or 52 even. You should measure your inseam and make sure you can stand over the bike with a couple inches of clearance.
By the way I am 5'4 and I ride a 50cm road bike.

You should know a couple of your measurements.. legs (inseam) is pretty much basic. You may like to consider the bikes top tube. Some bikes have longer top tubes (longer reach). Try one out and check how it 'feels' or ask a reputable bike shop. Our bodies come in different shapes and sizes, so find one that is comfortable for you and your type of riding.

You want a bike that you can stand over and have 1-2 inches clearance. Bikes can vary between manufacturers but the stand over height is the most important. You get that correct the rest is adjustable with different stem sizes. Ask you freinds or the local bike shop for help.

The two best road bike types are the drop bar 'racer' and the hybrid. The primary differences are the handle bars, the slightly wider tires on the hybrid, and the higher (harder) gears on the 'racer'. Here is a frame sizer to get the proper size frame. Select road bike and complete the info.

John M is correct! However if it is for a mountain or BMX bike you might want the frame a little smaller for control. :)

Maybe 48cm. Depends on how long your legs are. You need to know your inseam.
