The best answer is "t depends".
Almost all smartphones can stream YouTube and similar vids through various apps designed for video playback.
A majority of the vids that are on websites are played through Adobe Flash. The ability to play Flash is based upon Adobe coding it for each processor type. If it's not coded for a specific phone's processor, it won't be able to play those videos. Most phones will say they have Flash support if the option is available.

well any phone that has dual core will do pretty good at streaming videos, i dont know what 25000rs will buy but in the smart phone range, i would go with the android os sense the ios doesnt have flash
