Why do you think so "few" people are watching Smackdown?
Honestly its the best wrestling show on TV (in my opinion). So why do you think it "only" does around 2-3 million viewers every week, and only does between 1,7-2,0 in the ratings?

Your right, it is the better show, wrestling wise, but I think no one is watching it because:
1.) No interesting Promos - Most fans want to see interesting promos
2.) Not very interesting matches - Sure the nice matches, but slow and sometimes boring
3.) No main eventers
4.) Not very good feuds - Not including the one between Khali, Mahal, and Ranjin Singh, and Randy Orton, Sheamus, and Christian
5.) It is treated like a second tier show
Now, ways to improve Smackdown
1.) Return the Brand Wars - If Smackdown does a couple of crazy things on RAW, like mess with the pyrotechnics, that'd be cool
2.) Return to the rugged ways of Smackdown, not the little nancy boys, with there ring wear all decked out. No. I want the bad mouthed, mothafuckas, screaming and hollering out there, with some bad *** matches
3.) Get rid of the intro song. I want Rock Like Me intro, or Rise Up! intro, not no got damn Green Day melody. Hell no!
4.) Have The Rock make a couple appearances on Smackdown.
5.) Keep the fans guessing. Make sure when they tune in, they don't no what to expect. A great match, a awesome promo, a sweet title match. Interesting!
6.) Make William Regal GM! When Teddy Long comes out, you know what he's going to say. Hell, you can say it along with him for christ sakes!
7.) Better Commentary. I wanna see Jim Ross, and Todd Grisham calling the action. Not fumble on my lips Booker T, (I love Booker), or Josh Mathews, and I see Cole on my damn TV on Monday, I don't wanna see him on Friday!
8.) Make Smackdown on Thursday, and LIVE!
Smackdown! roster should be:
The Undertaker, Triple H (Both Active), CM Punk, Jeff Hardy, MVP, Batista, Edge(maybe as GM), Chavo, Jimmy Uso, Jey Uso, Vladimir Kozlov (heel), Daniel Bryan, The Boogeyman, Ted DiBiase, The Great Khali (heel), William Regal, Sheamus. Wade Barrett, Justin Gabriel, Heath Slater, Mark Henry, Christian, Alex Riley, Ezekiel Jackson, Simon Dean, Nunzio, Cody Rhodes, Rikishi, Grand Master Sexay, Scotty 2 Hotty, Chuck Palumbo, Curt Hawkins, Zack Ryder, Sin Cara, Tyson Kidd, Sylvester, Yoshi Tatsu, Maven, Goldust, Mankind, Carlito, Trevor Murdoch(Worked a dark match last night), Paul Burchill, Jamie Noble, Shelton Benjamin, Heidenreich, Animal, Kamala, Sabu, and Sandman.

Because The Undertaker and Edge are no longer around. Although The Undertaker is still an active wrestler he hasn't been on Smackdown much these past few years, especially in 2011. Ratings drop when he's not around whether people want to admit it or not. Another reason would be because Randy Orton is on the show. Some people watched SD to get away from his boring personality and matches and now that he's there people aren't watching.
I would say spoilers are a reason, but people have been viewing spoilers forever. SD still had pretty good ratings despite this before the draft. I no longer actually sit down to watch SD anymore because of the lack of entertainment and great matches they once had. The better matches are mostly from the midcarders, not to mention there are no real storylines but about two or three.

Two points (one from two different users on this question) were already made that I think IS the issue.
Spoilers -- When people get the spoilers ON taping night, they immediately put their judgement on the show. I think to those who read spoilers they ONLY care for the card and result, then that alone would help their decision on whether they'll watch it or not.
"2nd Tier Show" -- The WWE treats SD as a "2nd Tier Show" to RAW. Um, this ALSO helps the case in telling people to watch RAW rather than SD. Tell me this... how many actual "ads" for SD are actually played ON RAW? And by "played on RAW", I mean actually airing ON RAW where the RAW commentators put the show over and talk briefly about it? Never. They only really show the ads on commercial break. The WWE acts as if they don't care about SD. They should be promoting it on their "flagship show" to draw people to SD. As I pointed out, RAW is their "flagship show", so why would fans care to watch what the WWE makes look "second-rate"?
I wholeheartedly agree with you, though, SD is the BEST wrestling show on TV. They usually have a variety of at least 2 - 3 good matches. Recently, SD has had EXCELLENT main events along with a couple of good matches. The feuds actually have "life". The storylines are easy to follow and easy to understand. The wrestlers are amazing and go out to wrestle and put on some good wrestling. What I really like and appreciate about SD is that they get straight to the point with the promos. I know they lack "star power", but I don't think it's needed. WWE NEEDS to advertise this show more and not treat it like it's some second rate show. I think that (advertising and better treatment) will perhaps help the case in building more viewers for SD. You can't really do anything about spoilers really, but advertising and treatment is VERY important.

1. WWE treat SD as a second show. You saw it with Raw getting Del Rio, Rey Mysterio, Big Show and SD getting Orton, Cara and no big heel.
2. Spoilers - They are so annoying and a lot of people dont even watch it just look at the spoilers.
3. It's on a Friday. People go out on Friday mostly. They should change it to live on Thursday.
4. Really bad commentator's. I mute the telly I am watching SD. Get Booker T off the commentator.
5. Lack of big names. The only big name is Orton.

They need to put people like Vickie Guerrero and CM Punk back onto SD. They get awesome Heel reactions. Get rid of Teddy Long now HOLLA that, bring back the Cruiserweight or Hardcore title back just for SD. If stars like Batista and Jericho return place them on SD. Make Booker T a part time wrestler again, i can't stand his commentary. "That right there", "that right there".

I think WWE in total has gone down in ratings, so many legends and future legends have left the WWE, retired etc..Such a shame, I love it but I think everyone preferred the old school WWE/WWF. When it was the Hardy Boyz, Edge, Christian, Dudley Boyz, Rob Van Dam, Shelton Benjamin, HBK and you get the drift lol.

Because, its PREDICATABLE, imho, also there are spoilers, not only that, here in Ireland/UK, we get Smackdown at 9pm here, which is early, so it gets uploaded on Youtube before it airs on SyFy in the USA.
In my source, that's part 1 to last week's SD, it was uploaded almost 3 hours before it was suppose to air on SyFy. People can watch on Youtube early, so why watch 3 hours later?

sorry but booker do you know why on monday raw comes on at 9pm and on friday smackdown comes on at 8p?? it dont make since because some people have school on monday and cant stay up for 2 hours until 11 lol

Because it's kind of boring. I've just gotten in to watching it again because Randy Orton is on it. I like TNA and Raw better.
