Hiring will pick up when those doing the hiring start feeling confident about business conditions improving.
That will happen when President Obama starts acting like Chief Executive rather than chief community organizer.

Ask Obama! He claims that "he" created over 2 million jobs over the past 2 years but nobody knows where they are.

It's been predicted to stay how it is until at least 2014. I think this is the new era and it's unlikely to see unemployment lows under 5%.
