Take off the parentheses first:
9x^8+4x^7+7x^6-2-7x^8-3x^7-7x^6+2
=2x^8+x^7

remove the brackets:
9x^8+4x^7+7x^6-2-7x^8-3x^7-7x^6+2 (notice how the signs were reversed in the second polynomial when the brackets were removed this is becasue effectively we've multiplied everything in brackets by -1).
Combine like terms
9x^8-7x^8 +4x^7-3x^7 + 7x^6-7x^6 -2+2
= 2x^8 + x^7 (all other terms cancel each other out)
It's up to you if you want to leave it like that or give into the very strong temptation to factorise it.

Let's split it off into like terms.
(9x^8 - 7x^8) + (4x^7 - 3x^7) + (7x^6 - 7x^6) + (-2 - - 2)
= 2x^8 + x^7 + 2 - 2
