Topically applying biotin to eyebrows?

those vitamins help you from the insdie, OUT. they won't work if you pot them on your eyebrows...

A: wash your hands B: with your thumb and forefinger, lift/lower the dogs eyelid C: carefully apply the ointment, straight from the tube / applicator, just above the lower eyelid and when the dog blinks, the ointment will spread over the lens of the eye You must have a light touch, best to have someone there with you to hold the dog still until you get the hang of it. You can always have your vet / tech show you how to apply the first time.
