Yes, if you want to buy a Verizon Blackberry tour from the US you will get the device branded to Verizon, it will be the Blackberry Tour 9630 (?) mobile phone and you will have a SIM slot on it with a Verizon SIM card inside of the Blackberry's Sim slot, this Sim card by Verizon is used to get overseas signal but you can remove it and the Blackberry tour will work on CDMA network of Verizon carrier without unlocking it in the US only.
After you remove the SIM card from the Blackberry Tour that you got from Verizon you will need to unlock it, you can go to a cell-phones store that provide unlocking and pay there to unlock your phone, or another great way (and a lot more cheaper) is to use a website and unlock your blackberry by yourself, i have used Blackberry-unlocking website
YOU CAN GET IT ALSO:
Tour unlocking instant service on Blackberry unlocking: http://www.blackberry-unlocking.org/unlock-blackbe...
They can send you the code to your Email instantly and you will unlock your Blackberry a few minutes after you start doing it, it's easy... you only buy a code and follow the instructions how to unlock your Blackberry tour using the unlocking instructions.
After you have unlocked your Blackberry tour you can use it with any carrier that can provide you a GSM sim card, you can use your Blackberry any where and connect to a local network carrier using a simple prepaid or on contract SIM card.
You will be able to use it in the USA with CDMA Verizon network, unlocking will not harm the phone but to make all the BIS services to work you need to contact your carrier and get a BIS account on your Blackberry and also update the service book (just contact your new carrier that you use with your unlocked blackberry - unlocking done once and you will never need to do it again)
Also you can use any Sim card, like prepaid GSM and all the others and get signal and text with the device after it's unlocked.
I have a Blackberry 9800 Torch that was from AT&T and was unlocked and now i am using it with T-Mobile, but now i am on a vacation for the summer and i am using it with Orange!
Unlocked Blackberry is great and you can use it any where.
all you need is to switch a Sim card.

No. Verizon is a CDMA network, meaning that they don't use SIM cards to store data in their phones.

From experience, T-mobile has worked for me on various unlocked verizon phones, ex: Droid global, droid incredible global, and a blackberry bold 9650 global. This may not be help to this 3 year old question, but hopefully i can help out future people.
