WWII Japanese Flag Translations?
I was wondering if someone might help me translate parts of this WWII Japanese flag...
It seems to be a mix of Kanji and other characters... I would VERY MUCH appreciate someone helping me to know who or where this individual was from (and name if possible).

From the dictionary:
"Continued luck in the fortunes of war" for the top big Kanji.
"Loyalty and patriotism" for the left side of the flag.
And right side of the flag, there's a name, individual.
"Congratulation to Shindo Heigoro -kun"
And those small Kanji are also one's names, it's a kind of collection of autographs.
That's all I can do. And there's no clue for define where that individual was from.

The correct flag is the white flag with the red oval in the center. Of course don't forget to include the 48 star US flag as well, since you are doing a presentation on Japanese-Americans. The flag with the lines coming out was the military used flag. Since it is Japanese-Americans you are doing, the regular white flag with red circle would be the most appropriate choice.
