if you look at the tab thats open in internet explorer it jas a green speech box with an astrix in it. im doing a webpage and i want to place my own icon in there. how would i do that? and what file format is best for it?

It's called a "shortcut icon". You'll need to add a line of code to your <head> section.
<link rel="shortcut icon" href="images/icon.ico" />
Of course, you'll need the file "images/icon.ico". You can generate a ICO file at http://www.favicon.cc/

It happens if they have an icon for their website. Used to only happen when u bookmark.
