Can a case against a county government be directly filed and heard by a US District Court?

Need to file a litigation against a county government

I understand that normally the case could be filed in state court in that county, or state court in an adjoining county. Unfortunately both the county and state courts are extremely biased (pro government). Would prefer to file in US District Court but not sure IF this is possible.

Otherwise I would have to file in this county or adjoining county state court and then file a motion for "change of venue" to US District Court which local state court judges will probably not approve.

The choice of what court dictates what lawyer is hired as many lawyers are not approved to litigate in US District Court.

Any helpful thoughts or knowledge?

    talk to your lawyer about this. County governments operate under state law, in theory you should file in state court.

    Where you file is determined by what law is broken. You need to tell us that first.
