Materials that absorb sound?

For a science project at school, i have to design ear defenders that reduce the sound that travels into a person's ears. ie. what materials absorb or reflect sound,

    Road tar or some similar material mixed with BB's or some similar small heavy objects. Ideally the tar or rubber should have small air bubbles in it to scatter the sound and render in incapable of coupling the sound to the BB's. The effect is to decouple and scatter the energy.
