Hi, I'm level 40 on Runescape and i see lots of people with sir infont of thier name.... Could anybody tell me why??

They are members, and bought a title with their loyalty points. It was a new update that came yesterday, and only members can get it. There's a page on the Runescape website where you can read about it and what loyalty points are if you want.

Ok Mate recently there was a Update called : Loyalty Programme
Well This Programme is for members and basically what it does is this:
When you be a member you get 3k Points and with these points you can buy Auras, New Emotes, TItles {Like Sir] These are members only Though!

Hi there, it's a new update put on yesterday (Tuesday 28th June), where if your a member, your earn points each month every time your membership is renewed or put on, you can purchase the 'sir' at the shop in Burthrope. Read the update on the main runescape page, or look under the 'account' drop down menu, and you will find your answer there.

The update was announced on Tuesday 28th June 2011 -- this is the Members' Loyalty Programme. Read more about it here: http://services.runescape.com/m=news/members-loyal...
Basically, the longer you're a member without membership that expires, the more loyalty points you earn, and the better equipment available will gradually become purchasable, provided you don't spend your budget and save up. :) Currently, the 'Jack of All Trades' is the costliest aura available. ;)

lol read the updates hun they are from getting loyalty points go to the runescape home page and click on news it will tell you all about it.
