The culprit is usually a win 32 trojan backdoor or bot that infects your computer ...then its programmed to spam all your contacts with a specific message....download and scan with these 2 free upgradeable utilities...and remove the infection/infections found....

1) Go to Options->forwarding and make sure that no one is forwarding your mail to their account.
2) Check Options->account details to make sure the password reset email is still going to your email account and not the hacker's.
3) Change your password. And change the password on any other account that uses the same password as your hotmail.

Do you normally read your Hotmail emails from a browser or from a software like MS Outlook? If you're using outlook, then your PC's the culprit. It's infected with malware.
Get a good security suite, scan it, and you're done.
