gm cars have the solenoid as part of the starters a lot of fords have the solenoid on the fender well for an easy change, see ,, ,,u have to replace the starter unless buicks are different than most gm cars,

Starter solenoid is shot. Get a new starter.

it,s called after run. it could be from low octane gas. try a higher octane gas.
