all wrong so far. we have one time been debt free. it's a shame most americans know little about our history. i'm going to extend and reword then post another for potential 24 pts for most detaied correct answers.
someone had my bonus removed but I won the appeal. the only people who would do that are those who don't want to do the research to find the truth. hint: before the civil war.

THe answer is the Republican/ Democratic party. Yes they used to be together. Andrew Jackson was president and ran under the national Republican party and won in first term then Democratic the second. This is the birth of both parties. Too bad the democrats no longer stand for small government as they did then. This is why he switched for second term. We now have it the other way around. I believe that the last time that the US had no national debt (which is different from running a surplus in a single year) was during the first term of Grover Cleveland (a Democrat). His successor (Benjamin Harrison, a Republican) ran up a debt which was never fully paid down during any subsequent administration.

The Republican held House of Representatives and Republican held Senate under Democrat President Clinton, reduced the national debt and stayed on budget.
