Should we add a trash tax to alcoholic beverages and cigarettes?

I sometimes pick up trash along my road and most of the garbage seems to be beer and booze containers and cigarette butts/packages. I think we should add a $2.00 tax for alcohol containers and a $1.00 tax for tobacco products. I think that alone would get the US out of debt in about 10 years based on what I see.

Update:

Whose picking, make those who make the mess pay to clean it up.

Better yet make it a deposit instead of a tax. You bring your cans, bottles, and butts back to the store rather than pitching them out the window and we'll give you your money back.

No, all that would do is drive people to non taxed sources of smokes and booze. Look at the percentage of cigarettes in Canada are sold untaxed and illegally. I saw in one report that it exceeded 40%. Then the government gets nothing. You might try a deposit on the container charge. Then the butt packs and empties you find would be worth something.
