Can one person bring charges against those?

in Congress who totally ignore the Sherman Anti-Trust Law by letting corporations and companies become Monopoly's?

    No. You don't have standing to bring such a suit, unless you have not suffered a concrete and particularized injury.

    Also, even if you did have standing, you wouldn't sue members of Congress, as it is not their job to enforce laws. The executive branch enforces laws. This task is usually delegated to a federal agency.
