i know what does the case number is, but I don't know what "on Envelope" means. how to proceed it?

In the past, winners were contacted by mail. now, you go to the website to check if you won or not.
edit: I imagine they just haven't updated the form to account for the new notification procedure. So, if you have the case number, put that in for now. they choose 100,000 potential winners each year as they want to make sure they give out all 50,000 available visas. the lower your number, the greater your possibility of being one of the 50,000. higher numbers may never be called. it depends on how many winners change their minds, or don't qualify for one reason or other.
