Blue-green algae issue, re-post?

I posted a question on this a while ago, but didn't get much help.

I have a 10 gallon Betta tank with a male fish and a couple small snails. It's heated. There's been an issue of blue green algae growth for awhile. I've been doing 10-15% water changes every day, and cleaning the sponge filter daily in a bucket of the tank water. The tank does not get direct sunlight- just the light from the hood light. I clean off the decorations every day. I've cut back a little on their feedings, down to every other day instead of daily to try and reduce waste. I've also added air stones to increase oxygen levels and surface agitation (though it's still not too much for the Betta). I've also put in a couple apontogen bulbs to compete with the blue-green algae for nutrients.

I've been doing this for a few weeks now, and I'm seeing NO improvement. I want to do everything I can before I stoop to adding chemicals to my tank. Any more ideas?

Update:

I clean the filter so often because by the end of the day, it's absolutely COVERED in algae and isn't capable of filtering anymore. I've also tested the water levels, and they all seem normal, with a slightly high pH.

Update 2:

I've also gone to leaving the light off every other day, and only on for a couple hours the day that it is on. I think the algae came in on a live plant I purchased, since that's when I first noticed it.

    Its caused by excessive illumination and high nitrate and phosphate levels so reduce the tank lighting in your tank check your tap water for Phosphate and nitrate and if you find they are hIgh then use RO water and tap water together.

    I have high NItrates and Phosphates in my tap water hence why i have to use half RO water half tap water.

    Stop messing with the filter you will end up destroying all the beneficial bacteria whether its washed in tank water or not you are cleaning it far to much .

    Edit ..have you tested your Tap water very few people know about Phosphate in tap water the same with NItrate and that will cause the problems you are having .

    No. micro organism belong to the dominion Monera at an identical time as algae in particular belong to the dominion Plantae and the dominion Chromoalveolata. There are micro organism having comparable photosynthetic homes to green alga whether they do no longer seem to be algae.
