Update:

My sims game seems to stutter quite a bit during gameplay. I'll be playing and everything will momentarily freeze for a split second and then resume as normal, which wouldnt be a big deal if it didn't happen every few seconds.

Sounds like it is either your graphics card or ram. I have not played sims on the computer before so i am not sure, but it can not be that graphical of a game, so i would assume its your ram. What do you have? for gaming i like to have 4gb of ram, but as little as 2gb will work.

Try to make sure that all background operations such as antivirus, music systems etc are disabled. If your computer is using memory to run those then it will slow down the game. Also what it could be is your computer processor might be too slow to handle graphic changes like night turning to day and sudden changes in the game like a fire, burglary or birthday. My former laptop had that issue so I toggled the light settings in the game.

Source(s): I am addicted to the sims :)
