how can i find out who owns a property?

Check the county website. Tax records are public on there.

Look for county treasurer or assessor website. You can often search by just the street, or entire address. That might or might not show owner's name. In my county it does not show any names, but does show address that tax bills are sent to, in case that is different from property address.

Otherwise talk to the county clerk.
