Tee hee. Honestly, I am a fan of both Pere Ubu and Green Day. Yes... that is possible.
However, I'm not sure that I would call either punk... hmmmm... Pere Ubu is more of a post-punk/no wave type of deal... and I think Green Day are just a punk-influenced alternative band.
Anyways... I like Pere Ubu better. Which is really the only thing I've said that came close to answering your question. Tee hee...

It depends on how you define 'better'.
If you're after originality, then Pere Ubu is better....
If you're after record sales, then Green Day is better...
Personally, I'd go for Pere Ubu.
