Help me!! Ex ignoring and keeping my stuff!?

I don't understand? We were together for 5 years! I am 28 and he is 33. We lived together but in the end I was so depressed that I just wanted to move back to my town to be happy again, near my family and stuff. He was very hurt by that but we didn't leave as enemies. We both cried at the train station and kissed.

And I realized 3 weeks in that I made a huge mistake and I was trying to fix it but he didn't want to talk to me! I texted him, i emailed him and called him like crazy for two days and then I even went to his town (5hours away) but he didn't want to see me. I was devastated. Its been 3 months now and I´ve tried to move on and sure, ive texted him a couple of times asking for my things and ones I asked him for forgivness but he didnt answear, nothing!! And he told me he would send my stuff but he hasnt yet.

WHY is he holding my stuff if he dosent want to be with me and is ignoring me??
