Are you saying that the seat is tilted forward? If so, put something (phone book, folded blanket, etc)under the front of it to lift it to level, or adjust the tilt of the seat (most front seats in a car can have the front of the seat raised and lowered with some sort of knob or lever).
If you are trying to somehow adjust it so that the edges are high enough to keep the dog in the seat, there should be a system of straps (usually a three point system) that clips to the dog's harness to keep them in the seat. It should be adjustable to keep the dog entirely in the seat, and when properly adjusted the dog should be unable to move around much.. You should not be relying on the barriers around the edge to keep them in place. If there isn't such a system, whatever you bought is 100% useless. The whole point of a car seat is to secure them so that they are out of your way while driving, and to protect them some in the case of an accident and keep them in the passenger area to minimize chance of injury.
