What form does a proposal for a law proposed by a private citizen take?

In different countries, a private citizen may or may not submit a proposal for a law. The US, a private citizen can submit a proposal for a law, although it must be submitted to the legislature by an elected representative, such as a Senator or Congressman. I do not know how it is in other countries. But I am interested not only in the form that such a proposal must take, but mainly the legal brief containing the arguments for such a law proposal which would accompany the proposal. I would like some examples of such proposals and, more importantly, of such briefs. Obviously one cannot give the full example here, but one could give the appropriate links from the Internet. This question would especially be good for a lawyer. Those who just want two points by giving a silly answer, please stay away.

To emphasize a point: I am interested in the form, not the content, of the information brief that would accompany a law proposal. In other words, if a citizen sends a proposal to an elected official, that citizen also has the right to attach a document with information concerning that law. This information brief accompanying the proposal should obviously be short and concise, but beyond that, it would ideally have a certain form. I am interested in seeing examples of such briefs. Hence, any answer that does not include a link to such examples is not answering the question, no matter how well-intentioned.

    Elected officials only may propose to initiate a new law, or rework an old law - in deference to the private citizen who proposed it or some victim who inspired it, ie "Amber Alert". Proposed laws must enter into a period of composition and be reworded and reworked by "committees" devoted to the type of Law proposed ie "Lemon Law" - Many young and devoted representatives of local, county, state and federal governments can be approached with proposals to initiate laws which are for the common good, and thereby enhance their prestige and prowess. This works to further their polical ambitions. Don't propose a law that restricts their salaries or perks - you'll be shown the door pronto.
