go crazy, REGRET NOTHING! you only turn 21 once in your life!
but for a real awnser:
have dinner with family and friends
Relax all day
pamper yourself
go to a club
go SHOPPING!
get your hairrrr did!
etc....etc...etc...
just have a good time!

Plan for a bunch of your friends to go out to a bar. If you have good friends, your drinks will be paid for all night and you won't have to spend anything!

depends what kinda gal are you? Crazy wild? Calm ? Im gonna go to a nice restaurant by the beach with a bar in it when im 21:) you can do something similar
